Job Summary:

We have an exciting opportunity for a Principal Specialist, Contracts in the Precision Fires & Maneuver (PF&M) portfolio within the Land and Air Defense Systems (LADS) Business Unit.

In this role, you will be responsible for helping lead, manage, and administer contracts within the Raytheon/Lockheed Martin Javelin Joint Venture (JJV) production contracts portfolio supporting the Production Lead for the Raytheon side of the JJV covering an existing multi-year firm fixed contract and being involved in the definitization of multiple Undefinitized Contract Action (UCAs). The portfolio will include contracts that contain both Firm Fixed Price (FFP), and Cost Plus Fixed Fee type Contract Line Items (CLINs).

The position will be well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment with a key outside partner in Lockheed Martin Corporation.

This position offers remote work location. A low volume of periodic travel will be required to customer locations and to Tucson, AZ.

Success in this position is defined as being a business partner with the assigned teams. Enablers for success include being able to effectively multitask; familiar with DoD contracting; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.

Responsibilities to Anticipate:

  • Analyze Requests for Proposal (RFP) related to production, development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration.
  • Collaborate with the Contracts Lead, Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain.
  • Support program management and execution reviews.
  • Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
  • Provide guidance regarding contractual and business issues, advising stakeholders of contractual rights and obligations as well as possible mitigation of contractual/program risks.
  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Identify, mitigate, and drive the resolution of contractual issues as they may arise.

Basic Qualifications:

  • ​Bachelor’s degree in Business, Finance or related field
  • Typically requires 5 years of prior relevant work experience in contracts or an advanced degree in a related field and minimum 3 years’ experience
  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS) and related government regulations
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Additional experience in areas of law, supply chain, finance or program management
  • Professional, effective written and verbal communication skills to interface with internal and external customers; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations
  • Familiarity with Intellectual Property, license agreements, teaming agreements, and Export/Import
  • Aptitude to review RFPs, proposals and contractual documents for contractual requirements and risks, ensure proposed solutions meet customer requirements and meet company policies and standards
  • Ability to lead proposal and contract negotiations to achieve business objectives while ensuring customer needs are met
  • Proven record of responsiveness with strong time management and organization skills
  • Strong skills with Microsoft Suite (Excel, Word, or PowerPoint)
  • Active DoD Secret clearance
  • Juris Doctor, MBA or NCMA Certification

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
